Beschreibung

The Prevention and Cooperation Clearing Point (CLS) in Nürnberg (Germany) aims to provide an overview of all projects in Germany which involve security authorities and Muslim organizations/communities. Assisting the implementation of these projects CLS is creating the basis for effective teamwork between LEA at Federal and Land level and mosque associations.
As a countrywide coordination institution CLS was initiated in March 2008 at the Federal Office of Migration and Refugees (Bundesamt für Migration und Flüchtlinge, BAMF www.bamf.de/EN/) as the result of a resolution made by the German Islam Conference (Deutschen Islam Konferenz, DIK). Mutual trust and knowledge are the basis for a good cooperation between police authorities and Muslim organizations in Germany.

Ziele

Official tasks listed on the website of the programme and which have been 2008 officially transferred to the CLS:
• supporting and enhancing the setting up of a nationwide network of contacts for security authorities and Muslims
• “providing experts for dialogue events and for information exchange
• supporting training and further training projects sponsored by the security authorities
• supporting information programmes offered by the security authorities to Muslims
• helping with drawing up information materials”
• providing suggestions and examples that support the dialogue between LEA and Muslim communities across Länder boundaries
• making the resulting outcomes accessible and clear to the public
• being contacts for interested members of the public

Sustainability

The guiding principle of the Prevention and Cooperation Clearing Point is that mutual trust and knowledge represent the basis for a good cooperation between security authorities and Muslim organizations. Supported by this idea, the CLS promotes the dialogue and a sustainable exchange between the two sides nationwide.

Übertragbarkeit

In its form as dialog and exchange platform the Prevention and Cooperation Clearing Point gains the potential of transferability to any region and country hosting Muslim communities and security authorities which are willing to join a qualitative cooperation like CLS.

Evidence and Evaluation

Several of the projects carried out by CLS achieved success in the Integration Prize 2010 organised by the German Islam Conference (DIK)

• Group of experts made up of Islamic studies experts, constitutional experts and other lawyers, police offices, police counsellors, Muslims (from associations and in an independent capacity), journalists and authors

An intensive dialogue is taking place at different levels between security authorities and Muslim organizations throughout Germany in the sense of a peaceful and understanding coexistence.

Qualitative assessment Effectiveness

The CLS programme is implemented in the line with a wide range of joint and sample projects as well as events. These initiatives are exclusively projects (like documentation, publications) carried out by and with partners in the security dialogue, take place over a longer period of time and involve experts from different related fields.

The Prevention and Cooperation Clearing Point also supports events aiming fostering the dialog between LEA and different communities (teenagers, students, pupils, women, migrants, imams, researcher etc.) on topics related to Islam, security, radicalisation, safe neighbourhood etc.

Qualitative assessment Efficiency

In the framework of the Prevention and Cooperation Clearing Point the "Advice centre on radicalisation" was set up by the Federal Office for Migration and Refugees on 1 January 2012. The counselling centre can be approached by all individuals who are concerned about the radicalisation of a family member or acquaintance and have questions regarding this topic.

The objective of CLS is to provide an overview of all projects and events organized nationwide in which security authorities and Muslim organizations successfully cooperate with each other. CLS also intends to offer a platform accessible to all interested parties aiming the exchange of best practice, experiences and activities across the country.

Qualitative assessment Sustainability

The foundation for effective cooperation between the Muslim communities and police officers as representatives of security authorities is mutual trust and knowledge. In order to promote both, the CLS was established.

Qualitative assessment Inclusiveness

CLS involves on the one side security and police authorities and on the other side Muslim organisations and mosque communities. The Prevention and Cooperation Clearing Point mainly focusses on the dialog with the Islam. Still, the networking activities in the framework of CLS are highly robust, efficient and sustainable.
