The Global Community Engagement and Resilience Fund (GCERF) is a public-private partnership that works in partnership and consultation with governments, civil society, and the private sector in beneficiary countries to support national strategies to prevent and counter the local drivers of violent extremism. For this purpose, it provides two basic funding mechanisms (Core and Accelerated Funding Mechanism) for mainly community-level initiatives in areas such as education, youth, women’s advocacy, media, social entrepreneurship and vocational training to strengthen resilience against violent extremism.

Coordination Patterns

GCERF is a foundation under Swiss legislation, whose day-to-day-businesses are run by a Secretariat located in Geneva. Its main decision-making body is the Governing Board that holds biannual meetings and consists of representatives from beneficiary and donor countries, policy, think and do tanks, the civil society, foundations, and the private sector.

Role of the EU

GCERF is co-funded by the EC through DG International Cooperation and Development's Instrument contributing to Stability and Peace (IcSP). Moreover, the EC is part of the foundation's Governing Board where it is represented through DG DEVCO's Head of Stability, Security, Development and Nuclear Safety Unit.

Relevance for the EU

GCERF provides a broad and heterogeneous basis of experiences on how to deal with violent extremism and radicalisation on a community level.
