Description
TerRa is a European network-based prevention and learning programme that aims at stimulating knowledge synthesis and exchange throughout the European Union, between groups and between member states. Its main objectives are the following: (1) support front line workers who come into daily contact with groups who may be vulnerable to radicalisation, for example, through training; (2) support victims of terrorism and former radicals in using their testimonies to contribute to prevention work; (3) integrate state-of-the-art knowledge on radicalisation and deradicalisation into the European Citizenship Programme through a curriculum for high-school and university students; and (4) deliver practical policy advice to European governments. TerRa will (1) assure coverage of its network into in all member states (in close cooperation with the Network of Associations of Victims of Terrorism NAVT and the Radicalization Awareness Network RAN); (2) provide an overview and description of methods and approaches for instance, to screen victims, recognize signs of radicalisation and advice to enhance the rehabilitation of terrorists; (3) draft a manual with recommendations for a broad group of front-liners such as teachers, prison warders, policemen, social and youth workers, journalists and policy makers; (4) provide guidance for journalists and policy makers; and (5) prepare education packages for schools.

Role of the EU
TerRa is funded by the EU. Likewise its network partners will provide practical policy advice to European governments and feed into to the EC's Europe for Citizens Programme with up-to-date knowledge on radicalisation and deradicalisation.
Relevance for the EU
TerRa provides direct access to a broad network of first-line practitioners as well as bridges to both victims of terrorism and former radicals. Not least, the programme also provides innovative insights into how to integrate CT, CR, P/CVE and deradicalisation topics into education policies, strategies and/or programmes.
