Description

CT MORSE is a project of the EU providing monitoring and support for the Instrument contributing Stability and Peace (IcSP) actions in countering terrorism and violent extremism in third countries. The project was established in January 2015 in recognition of the growing importance placed on the EU’s engagement to counter terrorism. The overall objective of CT MORSE is to strengthen the global delivery, coordination and coherence among the various CT projects financed by the European Union, as well as to reinforce the EU engagement within the Global Counter Terrorism Forum framework, through 3 main areas of action: (1) Policy advice, to ensure that EU CT and CVE actions benefit from the best of international policy and global lessons learned; (2) Monitoring, to provide expertise to EU actions on CT/CVE throughout the programme cycle of research, design, implementation and evaluation.; and (3) Support to EEAS and DG DEVCO to ensure the value-added and coherence of EU policy and practice are maximised.

Coordination Patterns

Implemented by a consortium of 4 independent institutes on transnational security (Institute for Security Studies, ISS; Global Initiative against Transnational Organized Crime; Global Center on Cooperative Security, GCCS; International Center for Counter-Terrorism – The Hague, ICCT) plus 6 key partners (UN Security Council Counter-Terrorism Commitee Executive Directorate, CTED; Global Counterterrorism Forum, GCTF; Club de Madrid; Hedayah think tank; Global Community Engagement and Resilience Fund, GCERF; EU-funded Cocaine Route Programme, CRP).

Role of the EU

CT MORSE is funded by the EU and, in return, provides policy advice as well as monitoring services to several EU programmes and institutions, particularly the EuropeAid Instrument contributing to Stability and Peace (IcSP).
